David leads Happold Consulting’s organizational development and capability building team as well as being Happold Consulting’s senior representative in the Gulf region.  Having qualified as a solicitor David then worked for 10 years with the UK-based PPP company Accord plc as Development Director, leading the business development function and providing advice to clients on areas such as service delivery options, funding and governance structures. Since joining Happold Consulting in January 2007, David has led a major capacity building programme for the planning function of a large Middle Eastern public agency and another to formulate and prioritise initiatives and investments.
