Strategy and operating model design

Insight and implementation working as one.

How will you gain consensus around the strategic priorities for your project? What operating model will best allow your organisation to deliver world-class services? How can we make spaces more socially, environmentally and economically sustainable? And how can you connect strategy with operations to transform public services, workplaces, campuses and cities?

Optimising the delivery of public and private services requires strategic thinking, an understanding of urban areas and spaces, and technical experience of operations. When insight connects seamlessly with implementation, outcomes become more efficient, impactful and transformative. But bridging that specialism gap calls for a multidisciplinary approach rooted in an in-depth understanding of process design, financial modelling, technology, organisation and governance. This is precisely what you’ll find in our strategy and operating model advisory team.

Helping you navigate the challenge

Proven tools, flexible processes

The most satisfactory outcomes start with detailed analysis and laser-focused objectives. Yet in delivering new and innovative services in urban areas and multipurpose spaces, such as municipal services, cultural projects, university campuses, research labs and workplaces, uses are regularly as varied as users. This means complex problems are frequently not fully defined.

That’s one of the reasons the Buro Happold strategy and operating model advisory team never come to a project with preconceived solutions. Instead, we approach your challenges with proven tools, flexible processes and a mix of curiosity and experience. We are here to assist clients in transforming public and private services, the spaces they use, staffing and systems to make them better for users. This includes forecasting future demand, market analysis, service design, operating models, governance and capacity building. We gain insight – and support you in using that insight to allow effective implementation in optimising user experience.

From business case to budgeting

Our multidisciplinary blend of technical expertise and business understanding brings fresh and practical perspectives to optimising citizen or user experience, service excellence and space productivity. We know our clients want to provide remarkable, differentiated and memorable experiences for users. Starting with insight from in-depth assessments, analysis, stakeholder engagement and visioning, we build compelling, practical evidence-based businesses cases, strategies and service models that enhance the entire life cycle of your project. And when insight seamlessly transitions from strategy into implementation, impact stays true to original objectives. We drive better development, growth and change, all the while improving space efficiency and experience.

Our experience

Envisioning healthcare education and research facilities with Wake Forest University School of Medicine and Atrium Health

North Carolina, USA

Buro Happold brought together leaders from Atrium Health, Wake Forest University School of Medicine, Wake Forest University’s new School of Professional Studies, and surgical training partner IRCAD to plan education and research facilities that will anchor a new health innovation district called “The Pearl” in Charlotte, North Carolina.

“The team expertly structured and delivered a series of complex projects encompassing leader and stakeholder input from Wake Forest and Atrium Health. They facilitated creating a shared vision, quantifying our needs, and organising our spaces. They were nimble, reliable and thoughtful partners.”

— Jason Kaplan, Associate Vice President of Academic Resources at Wake Forest University School of Medicine

Fostering interdisciplinary research at Carnegie Mellon University, Tepper Quad Project

Pittsburgh, USA

Our strategy and operational planning advisers worked with Carnegie Mellon University to craft the vision, identify the goals and forecast the space needs for a 325,000ft2 facility that will include galleries, a café, classrooms, study spaces, office space, teaching labs, wet and dry research labs and shell space for flexible future expansion.

“Buro Happold helped us build consensus across groups and make big decisions early – and then worked with us and adapted as the assumptions, building size, groups involved, and economy changed. They are great listeners and nimble partners.”

— Bob Reppe, Assistant Vice President and University Architect, Carnegie Mellon University

Delivering facilities services to transformational assets

Our strategy and operating model advisers worked with a multi-billion-dollar mixed-use asset developer to identify the delivery model for facilities and asset management services. This required a strategy for building delivery capacity in an immature and relatively remote market, including identifying and engaging delivery partners in a bespoke delivery model.

Commercialisation of multi-sector public asset holdings

Buro Happold’s advisory team worked with the national audit function of a Middle Eastern government to identify optimisation opportunities across a 5000+ portfolio of storage facilities owned by multiple entities. The project culminated in the design of target operating models for sub-portfolios of complementary assets, offering tailored routes to performance improvement and unlocking future development opportunities.
