Deal Ground & Utility Site Masterplan

The Deal Ground and Utilities Site is a 30 hectare area of 'brownfield'land strategically located on the eastern edge of Norwich. Whilst rich in history and ecological value, factors such as poor accessibility, flood risk, contamination, fragmented land ownership, conflicting Local Authority desires and restrictive planning designations meant that the sites remained under-utilised for 30 years.

EEDA selected Happold Consulting, working with PricewaterhouseCoopers and Fluid Architects, to establish a process and strategic framework for the wholesale regeneration of the sites that would deliver long term sustainable improvement and economic regeneration of the area. The Masterplan development process took place over six months, and involved research, site analysis, and extensive public consultation and feedback. Resulting from this process, the project team developed a vision, baseline principles, and a final Masterplan. In turn, the Masterplan informs the development of planning policy and is accompanied by an Implementation Plan, Justification Report and a number of supporting technical documents.
