The Municipality of Jeddah is facing an enormous challenge of sustainably managing the growth of a city whose population is set to almost double in the next 20 years. This task is further compounded by an unresponsive property market and a relaxed planning environment. These factors have resulted in the proliferation of unplanned settlements and urban sprawl, much of which suffers from a lack of basic infrastructure. The sprawling development of the city along the Red Sea coast has created a car-based city structure, with roads absorbing the majority of public investment to the detriment of the provision of open space.

With an ambitious new Municipal Government in place, Happold Consulting was appointed to support the city to develop and implement a set of strategic planning tools to manage the city’s growth in a sustainable way. 

Working closely with the client, Happold Consulting first developed a new vision and set of overarching strategic objectives for the city. Following on from this, we developed a comprehensive Strategic Plan for the city; incorporating policies on city region strategy, the built environment, transport, and other areas key areas in spatial development. The Strategic Plan, which has now entered a consultation period, is the first document of its type prepared at Municipal level in Saudi Arabia and represents a major innovation in urban management for the country. To ensure the effective management and governance of the city, Happold Consulting also developed a comprehensive Balanced Scorecard performance management and measurement tool. The Balanced Scorecard consists of a set of performance indicators that measure the city’s progress towards its strategic objectives.
