Highways Options Appraisal

Happold Consulting were commissioned to carry out a partnership healthcheck by Staffordshire Council and their highways delivery partner Enterprise Ltd. We used 22 structured interviews across the organisation to identify areas for improvement both in terms of efficiency and service quality. Following our report which identified a number of themes, including duplication of effort and poor communication, we were asked to explore these in more detail. 

In the second phase of the project we took the management team through an options appraisal around the future of the service and developed a business case for implementation of the preferred option. Our final recommendation was for a move to a ‘virtual’ joint venture where public and private sector staff work seamlessly and management is carried out by whoever is best placed to provide it. The new arrangements have now been fully implemented and the
Council feels that very significant benefits are being realised.
