Highways Transformation

Following strategic and outline business case reviews by Tribal and an independent investigation of Southampton Highways Services carried out by Kingsclere Associates, Southampton County Council is developing a strategy to seek a private sector partner to work with them to improve the performance of their highways function. The improvement work will involve developing an innovative solution to help solve the challenge of growing traffic congestion and the deteriorating condition of the network, and will encompass highway design, construction and maintenance. An appropriate service delivery partner will be selected using the EU Competitive Dialogue procedure.

Happold Consulting is providing procurement support and advice to the client. The procurement process has involved the pre-qualification, competitive dialogue and invitation to submit detailed solution phases and final tender stage.
