Supply Chain Framework

Happold Consulting were asked to support South Gloucestershire Council’s highly successful direct labour organisation in the development of a new strategy for the procurement of their entire supply chain. Initially we worked with the management team to develop a clear vision for the future and translated this into a draft procurement model. We then carried out a market engagement exercise to refine the contract strategy and works packaging through discussions with a number of potential suppliers. The final model consists of three core contracts for the supply of quarried materials and surfacing works supported by a range of frameworks for all of the goods and services used by the in-house team. The Council was particularly keen to promote the local economy, carbon reduction and collaborative working and these were all included within the tender selection process. We are currently working with the Association for Public Sector Excellence to produce a case study based on this procurement exercise.

South Gloucestershire Playbuilder Framework

South Gloucestershire council was given grant funding by the Department for Children, Schools and Families (DCSF) in April 2009 to develop 21 new play areas for young people aged 8 to 13. The funding was reliant on the first 9 play areas being completed by the end of March 2010. Happold Consulting was commissioned by the client’s Open Spaces team to develop a procurement strategy that would allow them to get contractors on site relatively quickly while promoting high quality design and tight budgetary control. We worked with the client to develop a framework approach that used a combination of design quality and value for money, in order to select three contractors to deliver three projects each in the first year. The system also includes a performance management system, and projects in year two will be allocated based on design quality, workmanship and project management. Contractors were on site by November 2009 and are well on course to meet all of their year 1 delivery targets.

Partnership Culture Development

Happold Consulting have been working with South Gloucestershire Council since November 2008 on the development of partnership working, following the procurement of an external partner to aid service delivery in highways maintenance. Previous partnerships had suffered as a result of internal and external partners failing to work together, communicate and deliver programmes effectively, which in turn affected performance. We designed and co-delivered a series of partnership workshops which at first included only internal partners and stakeholders, including members and union representatives. The workshop focussed on dealing with internal conflicts initially and challenging behaviours and attitudes. The staff also created and signed up to a ‘rules of engagement’ charter which committed all parties to helping make the partnership work. This was then followed up with a second workshop which included the successful tenders. Staff shared their experiences of the partnership, and all stakeholders then signed up to the new approach to working.
