Plymouth City Council has a vision for regeneration and change, and set out to improve services in line with its vision. Happold Consulting worked with the Council to transform service provision to accommodate growing demand, match the aspirations of the authority and its residents and deliver cashable savings.

We worked with the client to implement the principles of Rethinking Construction, which advocates six guidelines including integrated teams, best-value approach, continuous improvement and collaborative working, as the basis for transformation. These guidelines were applied to create an innovative new outsourced contractual arrangement covering design, construction and maintenance activities. The competitive dialogue procedure was used to facilitate joint understanding of required outcomes and affordability issues and develop a realistic and practical solution.

Happold Consulting applied its own methodology for the dialogue phases. The transfer of the first tranche of staff under Transfer of Undertakings (Protection of Employment) Regulations (TUPE) has been managed sensitively and both client and bidders have found our approach beneficial.
