Strategic Options Appraisal

Our client, a unitary authority, was enjoying significant growth in its local economy and services needed to grow accordingly. But to deliver that growth, our client was faced with the challenge of having to make a major investment at a time when it had competing demands on its budget.We worked with the client to conduct a full options appraisal to determine which model of service delivery would be best able to deliver their objectives. A key feature of the appraisal process was assessment of the socio-economic benefits of authority ownership of the service. Happold Consulting presented and evaluated six options, ranging from ‘do nothing’ to ‘full sale of the service’, to enable the client to reach a fully informed decision.
