Happold Consulting worked as part of an ADA led multi-disciplinary team of international consultants to undertake a review of MEDSTAR (Metropolitan Development Strategy for Arriyadh). 

Since the preparation and implementation of the originl plan, significant changes have occurred in the development of Riyadh changing its demographic and economic growth trajectories and introducing higher levels of social and environmental complexity. The team was tasked to comprehensively review and update the existing planning guidelines, policies and initiatives to take account of the changing external environment.

Having undertaken a review of the baseline data and the MEDSTAR thematic policies, the team produced the MEDSTAR 2030 report recommending new or amended policies for consideration and adoption by the High Commission to guide the future development of Arriyadh until 2030. The polices cover all areas of metropolitan development including urban structure, economic growth, environment, land use, utilities, transportation and urban management.
