Managing Agent Contracts - Contract Facilitation

The Highways Agency currently has 14 maintenance areas covering the whole of the trunk road and motorway network in England (excluding London which is managed by Transport for London). These are subject to rolling re-tendering using Managing Agent Contracts (MAC) that combine the roles previously undertaken by separate Managing Agents (MA) and Term Maintenance Contractors (TMC). Additionally there are contracts for specific major improvement schemes.

Happold Consulting has led the contract facilitation on all such contracts released since 2007:

• Tranche 5: MACs for Areas 3, 6 and 8 (2007/08)
  
• Tranche 6: MACs for Areas 4, 7, 9 and 12 (2008/09)
  
• Tranche 7: MACs for Areas 1, 13 and 14 (2009/10)
  

These are high value contracts. For example the 4 MAC Area contracts in Tranche 6 had an estimated combined worth of almost £1.3b. Happold Consulting has also led a large number of similar procurement exercises for the Highways Agency over the same period. This high quality approach to procurement selects the best value contractors and long term partners whilst complying with EU procurement rules. It also ensures risk reduction and the transferring of procurement skills to the in-house staff.

We are providing the Highways Agency with expert support, and have become fully engaged with all aspects of the project including project planning and programming, detailed assessor training, facilitation of each stage of the quality assessment, production of the associated reports and the provision of detailed feedback to all tenderers.
